Well, he worked as a counselor for the sheriffs department so there is no way they could keep him and remain credible

I understand what you are trying to say, but that doesn't make it right. Child abuse is child abuse, whether it happened to you too or not.

And yes, times have changed. It used to be that one human could own another human being. Just because it used to be that way definitely doesn't mean that's the way it should be. Times have changed...for the better.
