When your 4th starter is 16-11 with a 3.55 ERA, you are absolutely spoiled. That ERA would have ranked 15th in the NL last year. And FWIW, Millwood would have ranked 24th in the NL in ERA as well. 

I mean, is Soroka even the clear #4 starter on the ‘98 team

Yes. He didn't have the same number of innings (most guys don't these days), but his 2019 advanced numbers were arguably better than, or at least on par with, Glavine who won the Cy Young.

He has the stuff...he just needs to have more trust in it....he has the potential to be a front line starter.
