Compensation was not adequate enough to trade down Pick 1: Cincinnati- Tua Tagouvaila QB (Alabama): Probably moving on from the red rifle. Pick 2: Miami- Chase Young DE (Ohio State): They have like 12 picks in the first 2 rounds over the next 3 years, there picking the best player available regardless of position. Chase Young isn't making it past Miami if he's available. Pick 3: Washington- Andrew Thomas OT (Georgia): Drafted a QB last year and the complications of the Trent WIlliams situation. In the hypothetical you've listed above, I'd take Derrick Brown. Miami has 3 first round picks this year, 2 second round picks this year, 2 first round picks 2021, and 2 second round picks 2021! They will happily take Chase Young and use the other 2 first rounders for a QB. Heck they will happily take Chase Young at 2 this year and Justin Fields next year. They'll have a favourite at the end of this process. It's not a case of best QB available. They'll zero in on a guy they think they can mold, in the context of their scheme, who can be the face of that franchise for the next 10 years. You don't play silly buggers with QB's, you take 'your' guy as early as you possibly can or you trade up to get him - see the Giants with Daniel Jones, Rams with Goff, Jets with Darnold and Eagles with Wentz. Across the 2016, 2017 and 2018 NFL drafts, 10 of the 11 1st round QB's were acquired via a trade up. The only exception was Baker Mayfield who went #1. If they swing and miss, they go again next year. That's how important it is, both on the field and commercially, to find your franchise QB.
