The thing is some people were not even using the ACA due to high premiums and unusually high deductibles which leads to the same problem you were commenting on. Which circles back to the core problem of this system: Private health insurance. This, along things such as junk insurance plans and dropping people over absurd preexisting conditions, is what led to the outcry for healthcare reform which led to Obamacare. That law tried to address the most egregious shortfalls of that market but the problems remain because at the end of the day all it really is doing is trying to prop up a failed market. The problem with that law is they tried to fit too many hands in the cookie jar. I've said all along we can/should have multiple systems in place for the user to decide.
