To answer the question, no it's not.  Those number will drop immediately if a proposal comes out.  The polling for the public option is similar to what it was before Obamacare, and that support dropped when conservatives began attacking the idea (which is antithetical to their ideology) and Republican voters began turning away from the idea.  

One thing we know about public opinion is that it largely follows elite debate.  You have to look at where that elite debate will be down the line and not necessarily what the numbers are at any given moment.  So the numbers look good now, but they won't look good if/when Republicans in Congress start criticizing it.
