I think last year's sub-par FA class was largely due to cap-strapped teams getting extra space and being able to retain their priority players. Then you had to overpay to get the lower quality players that did hit FA. Maybe it will cause more guys to test the market though. It's based on revenues. Off the league makes more money (as it consistently does year over year), then the players share in that growth. When the new CBA was signed in 2011. It stayed pretty much the same from 2009 to 2013 though. If you got 10M in cap, you may not want to sign a 7M guy you had your eye on but with 21M, you make that deal. It helps teams that have cap issues and teams that utilize most of their cap.
