This ought to motivate some incredibly dumb and ignorant comments.

Already has.

But, substantively, I don't think that's a fair assessment of the context of the video. I think his point is that racial politics, to the extent that they exist at all, are on the back burner.

Either race is not an issue at all, or be the "dog whistles" for the racist are so abstract that not only the most sophisticated racists (intentional oxymoron) could even recognize it.

I don't think it's fair to say that he was recognizing it as a strategy. I think he was just saying that to the extent that it is there, it's pretty subtle.
