The Raiders have the most cap space in the NFL....by a long shot.2. The Raiders love Houston. He is their best defender and a fan favorite.3. Houston wants to be a Raider. From the Raider fans I talked to about him they say he has been horrible vs the run, a couple tackles a game and a couple garbage sacks. California life seems to be something a lot of Americans aspire to. While Atlanta is pretty good, I don't think it compares especially if you have the money to live comfortably in CA.
