The tiebreaker was the Falcons setting the record for fewest punt return yards in a season with Koenen back in 2008 or which ever year it was. He didn't give up much return yardage, but the year he set the NFL record his gross punting average was horrible (we were 30th in the NFL, almost 9 yds per punt less than the top teams), and even with negligible return yaradage given up his net avg was only mid table.
