The Georgia World Congress Center owns the Dome where the Falcons play now, and they want to keep the Falcons as a tenant. The retractable facility is the proposal of the GWCC, but initially the Falcons were looking to leave the GWCC and build an outdoor stadium of their own. This move would put the Falcons in direct competition with the GWCC, and would not be good for the GWCC or the state for that matter.An outdoor stadium (in the suburbs) could still happen if a new deal is not agreed upon between the state, GWCC and the Falcons. When is it going to be opened if so?State of Ga owns the Dome and a new stadium deal would have to be approved by the State. The proposed stadium would still be on the GWCC campus and be owned by them. If the deal fell through somehow, Blank would move to another location. Will it happen, no. The State realizes how important it is to keep the Falcons n downtown Atlanta. it's no gaurantee but the State still has to vote on it.
