She is the U.S. Intellectual Property Enforcement Coordinator. Espinel was appointed by President Obama and confirmed by the U.S. Senate to serve in this position which was created by Congress in the Prioritizing Resources and Organization for Intellectual Property Act of 2008.The statement you cited is actually her office's first Annual Report which she is required by statute to deliver to Congress. What a world what a world.They should pay, but bills like SOPA, PIPA, ACTA, and now CISPA won't solve the problem and will just replace it with a vastly worse problem. Time and time again the RIAA has attempted to destroy new technologies that they perceived as threats to their bottom line and, if they had it their way, we'd never have had advanced past 8-tracks. What they need to do now is instead of forcing highly destructive laws through Congress and other governing bodies is that they need to adapt their business model.
