Id imagine grimes camp wants to see what the next 2 rated CB`s get this off season before committing to a new deal.I don't believe that to be the case but him not signing the tender is something that he has done already with the 1st round tender.He will make more than Cortland and any other FA Corner and I'm suspecting that he at least would like to be the third highest paid corner after Asamagha and Robinson but he is a Falcon and will be able to test the market.plus he has already made it clear that he would like Robinson money and the other CBs want make close to that. Every year after this his value goes down because of age. No matter how good a performance and 1 injury could kill his value.C, Finn is doing the same thing and the titans if they can not get a shorter deal will likely keep him on a 1 year deal.Hopefully grimes camp considers that and takes a shorter deal. A non-exclusive franchise player may negotiate with other NFL teams, but if he signs an offer sheet from another team, the original team has a right to match the terms of that offer, or if it does not match the offer and thus loses the player, is entitled to receive two first-round draft picks as compensation.I'm pretty sure most franchise tags are non-exlusive, you just don't see many teams take the offer since it's so steep. That said, this season might bode well for the Falcons since the Bengals and Patriots both have needs in the secondary and they have a good deal of flexibility in the next two drafts, along with cap room.
