Could the NFL Lockout have an impact on whether underclassman stay or leave?

so what realistically happens if a guy enters the draft but no new CBA is signed?

Are they in some sort of limbo?

Yes. They obviously are no longer eligible to play college ball and they cannot sign an NFL contract until a new CBA is done.

The worst case scenario is that they sit around for an entire year without getting paid. But I doubt it will get to that.

The thing that makes this a difficult decision on these players is that theyt have to decide 1 1/2 to 2 months before the CBA runs out. Some will go no matter what. There will be a rookie salary cap. No one knows what the amount will be and how it will work out. IMO the best thing to do is stay in school to finish their education and improve their draft stock.

Man, if this made a lot of the players with another year stay, we could have an unbelievable college football season next year

Which is how it should be. IMO, players shouldn't have the option of leaving early. They should change the rules:

Schollies should last 4-5 years, absent player misconduct, players shouldn't be able to enter the draft until they're 4 years out of highschool, not just 3.

Early entrees degrade the college game.

This goes back to my point. Most players are just in college to play sports, not many to get a degree. The colleges don't care, because the athletes bring in money. The NFL is the same.
