It's something the league will review each week after the games and hand out suspensions later. Obviously, if a flag is thrown on a play, the league will look at that play more closely but I'm pretty sure they will miss a lot of plays and catch others which makes this rule ridiculous. They can't see everything and they can pick out people that they want to enforce it on. This sets up the NFL for more game rigging talk if they start suspending key players for questionable enforcements.
