Do players on the PUP list still count towards the 53-man roster?

Nope. That is why they have that list. lol. if they did they would just keep them on the active roster.

I wasn't sure since the rule is relatively new.

It states that if a player begins training camp on the PUP list, they can be moved to the active roster at any time, even after one practice. A player is not allowed to be placed on the PUP list if they start training camp on the active roster.

So that means if and when Trey Lewis gets back healthy and into form that somebody is going to get bumped/released to make room for him.

Unfortunately Foster and Lewis were moved to the injured reserve roster, so it looks like their seasons are done.
